City Centre Incentive Program
The program has two types of incentives available to applicants: grant incentives and tax exemption incentives. Applicants may only qualify for one of the incentives, not both.
Applicants should review the CCIP Guide for more detailed information on the grant incentives and the City Centre Vacant Lot Redevelopment Tax Exemption Policy for more information on the tax incentives.
Grant Incentives
If an applicant chooses to apply for a grant incentive and meets all eligibility criteria, they can apply for one or both of the following funding streams.
- Full funding is not guaranteed for any application. Projects are selected based on scorecard points.
- Approved grant funds are distributed after a project is complete.
- Check the map on the grant webpage to see if your project location is within the program area.
Storefront Improvement:
- This funding is intended to support the cost of construction for storefront improvements (both existing and new businesses).
- Projects may receive a grant to cover up to 50 per cent of eligible costs to a maximum of $50,000.
Tenant Fit-up
- This stream is intended to support the cost of construction for tenant fit-ups of new businesses into existing properties.
- Projects may receive a grant of up to 50% of eligible project costs to a maximum of $50,000 upon project completion.
- Please note that this funding stream is not for the alteration or expansion of existing businesses.

The tax exemption policy was created to support the redevelopment of vacant properties with new permanent buildings.

What does the City Centre Incentive Program offer?
- The City Centre Incentive Program currently offers two grant incentives for existing buildings and one tax exemption incentive for vacant lot redevelopment.

Which areas are eligible for incentives under the City Centre Incentive Program?
- The program provides incentives to eligible properties within the City Centre boundary which can be found on our incentive webpages under the Eligibility Criteria.
- Please note: the City Centre boundary is being reviewed and will be updated in early 2026.
What is the difference between grants and tax exemptions?
- A grant is a one-time payment, whereas a tax exemption is an annual exemption of municipal, library and education levies on a property.
- A grant is approved by City staff to a maximum limit per project.
- Tax exemptions require approval by City Council, and the education portion of the tax exemption may require additional approval by the Provincial Government. Other taxes, such as laneway improvement charges, business improvement district levies, and others still apply.
- Both incentive options are dispersed once the project is deemed complete and verified by City staff.
Do I need to have a design ready before applying for grants?
- Yes. We recommend submitting elevations and renderings in your application package. Should your project be approved under the Storefront Improvement or Tenant Fit-up streams, design fees incurred prior to 6 months from your date of application can be included as part of eligible project costs.
I have an issued permit but have not yet started construction. Can I still apply for grants?
- Yes, but work on the portion of the project that you are requesting funding for must not have started before the effective date of the application intake period.
Can I qualify for more than one incentive for a property?
- Each project is unique, so it is best to contact revitalize@regina.ca for more information and to understand which incentive programs and streams may be available for your project.
How do I know which incentive stream to apply for?
- We encourage prospective applicants to read through our webpage and look through both the CCIP Guide and the City Centre Vacant Lot Redevelopment Incentive Policy to learn what potential programs may fit their needs. Still unsure? That’s okay! Reach out to us via email or by requesting a pre-application meeting.
How are projects prioritized?
- Priority for grant funding will be given to projects in Downtown Regina along 11th Avenue and between the 1800 and 1900 blocks of Cornwall Street, Scarth Street and Hamilton Street as well as Dewdney Avenue in the Warehouse District.
- Projects within the funding area will be prioritized followed by projects located outside the targeted areas.
- Applicants who are not provided funding are welcome to apply during the next intake period provided that their project remains eligible under the program.
If I still owe back taxes or have standing orders against my property, will I still qualify for incentives?
- Unfortunately, no. Applicants and property owners who have taxes, outstanding orders or other charges past due to the City of Regina are not eligible for support under these programs.
How do I request a pre-application meeting and what do I need to include in advance?
- Prospective applicants can reach out to our team for a pre-application meeting.
- A pre-application request must include:
- Address of the proposed site.
- A description of the proposal being contemplated.
- Attachment of any available renderings/plans.
- Projected start and end date.
- Click on the Request a Meeting button below and fill in the email prompts with details of the proposed project.
- Once you have requested a meeting, our team will review your documentation and arrange a meeting. Based on questions submitted, the City will ensure the appropriate staff are available to attend the meeting.
What if there is no remaining grant funding by the time I apply?
- The three-month intake period for applications allows us to review applications for completeness and general eligibility under the program. Evaluation of final eligibility and allocation of funding will take place once the application intake period is closed.
