City Centre Incentive Program

The City Centre Incentive Program (CCIP) helps enhance the vibrancy of Regina’s City Centre by providing grants and tax exemptions to improve streetscapes, businesses and private properties.

Program Updates

City Centre Incentive Program

The program has two types of incentives available to applicants: grant incentives and tax exemption incentives. Applicants may only qualify for one of the incentives, not both.

Applicants should review the CCIP Guide for more detailed information on the grant incentives and the City Centre Vacant Lot Redevelopment Tax Exemption Policy for more information on the tax incentives.

Grant Incentives

If an applicant chooses to apply for a grant incentive and meets all applicable eligibility criteria, they can apply for one or both of the following funding streams (full funding is not guaranteed for any application):

Storefront Improvement

  • This funding is intended to support the cost of construction for storefront improvements (both existing and new businesses).
  • Projects may receive a grant of up to 50% of eligible project costs to a maximum of $50,000 upon project completion.

Tenant Fit-up

  • This steam is intended to support the cost of construction for tenant fit-ups of new businesses into existing properties.
  • Projects may receive a grant of up to 50% of eligible project costs to a maximum of $50,000 upon project completion.
  • Please note that this funding stream is not for the alteration or expansion of existing businesses.

Tax Exemption Incentive

The tax exemption policy was created to support the redevelopment of vacant properties with new permanent buildings.

What does the City Centre Incentive Program offer?

  • The City Centre Incentive Program currently offers two grant incentives for existing buildings and one tax exemption incentive for vacant lot redevelopment.
    • Grants are available for:
      • Storefront Improvement (2025 Launch)
      • Tenant Fit-up (2025 Launch)
    • Tax Exemptions are available for:
      • Vacant Lot Redevelopment (2025 Launch)

Which areas are eligible for incentives under the City Centre Incentive Program?

  • The program provides incentives to eligible properties within the City Centre boundary which can be found on our incentive webpages under the Eligibility Criteria.

What is the difference between grants and tax exemptions? 

  • A grant is a one-time payment, whereas a tax exemption is an annual exemption of municipal, library and education levies on a property.
  • A grant is approved by City staff to a maximum limit per project.
  • Tax exemptions require approval by City Council, and the education portion of the tax exemption may require additional approval by the Provincial Government. Other taxes, such as laneway improvement charges, business improvement district levies, and others still apply.
  • Both incentive options are dispersed once the project is deemed complete and verified by City staff.

Do I need to have a design ready before applying for grants?

  • Yes. We recommend submitting elevations and renderings in your application package. Should your project be approved under the Storefront Improvement or Tenant Fit-up streams, design fees incurred prior to 6 months from your date of application can be included as part of eligible project costs.

I have an issued permit but have not yet started construction. Can I still apply for grants?

  • Yes, but construction work for the project must not have started prior to the effective date of the application intake period.

Can I qualify for more than one incentive for a property?

  • Each project is unique, so it is best to contact revitalize@regina.ca for more information and to understand which incentive programs and streams may be available for your project.

How do I know which incentive stream to apply for?

  • We encourage prospective applicants to read through our webpage and look through both the CCIP Guide and the City Centre Vacant Lot Redevelopment Incentive Policy to obtain insight into what potential programs may fit their needs. Still unsure? That’s okay!

Pre-application meetings are highly encouraged and can be requested in one of the following ways:

  • Reach out to one of our Service Coordinators

What if there is no remaining grant funding by the time I apply?

  • The intake period for applications allows us to review applications for completeness and eligibility under the program. Evaluation of applications and allocation of funding will only take place once the application intake period is closed.

How are projects prioritized?

  • Projects within the funding area will be prioritized followed by projects located outside the targeted areas.
  • Applicants who are not provided funding are welcome to apply during the next intake period provided that their project remains eligible under the program.

If I still owe back taxes or have standing orders against my property, will I still qualify for incentives? 

  • Unfortunately, no. Applicants and property owners who have taxes, outstanding orders or other charges past due to the City of Regina are not eligible for support under these programs.
