Cart Collection Enforcement

Putting your carts out properly ensures your garbage and recycling carts will be collected in a timely, safe and clean manner. Failure to do so may result in a fine.

In response to increasing concerns of litter and debris in the community, on May 18, 2022, City Council approved an amendment to the Waste Management Bylaw to introduce Notice of Violation tickets. This provision was established to help reduce alley litter and debris in the community as litter, debris, and untidy properties negatively impact the environment, residents’ quality of life and aesthetics of the city.

Violations

Property owners can receive a cart tag and letter for the following cart violations:

  • Overfilled cart, preventing the lid from closing.
  • Material beside cart or on cart lid.
  • Material in garbage cart not bagged.
  • Cart left out after pickup and/or not stored on property after collection.

Residents are asked to correct the violation for their next collection day.

Fines

Property owners who repeatedly violate the Waste Management Bylaw will be issued a Notice of Violation ticket as part of an escalated enforcement program with the primary goal to achieve compliance through education.

  • First offence: $150
  • Second offence: $200
  • Third and subsequent offence: $250

Cart Placement Tips

  • Follow the Cart Placement & Collection Guide.
  • Set cart out prior to 7:30 a.m. on collection day but not before 6 p.m. on the day prior to collection day
  • Make sure the lid is completely closed.
  • Place cart in an unobstructed location on level ground.
  • There should be at least 1 metre (3 to 4 feet) of space between other objects.
  • Return the cart to a secure location on your property by midnight on collection day.
  • Ensure only acceptable items are placed in each cart. Check Waste Wizard.

Why is the City increasing enforcement on cart usage?
To help keep our community clean and reduce alley litter and debris across the city.

What happens if property owners do not comply?
If property owners do not comply with the Waste Management Bylaw they may be issued a ticket. In extreme situations where ticketing or a prosecution does not yield the desired effect, the City would then look to suspend or cancel services. In the case of untidy yards, the City has the authority to clean-up properties that do not comply with an order and apply the costs to the property tax account.

What options do property owners have if they generate more waste than their garbage cart can hold?
Property owners can request an additional brown garbage cart for a fee by calling Service Regina at 306-777-7000. The annual fee for an additional 240L cart is $116.80 and a 360L cart is $156.95. The cost will be added to the monthly utility bill as a daily charge.
