ICI Early Adopter Incentive Program

ICI Early Adopter Incentive Program

The Early Adopter Incentive Program is to encourage the early adoption of multi-stream waste management programs (including recycling and food and yard waste service). Early Adopter Incentive Program (EAIP) funding is available for Regina’s non-designated* properties used for residential and non-residential purposes. This includes the Industrial Commercial and Institutional (ICI) sector (businesses, companies and organizations) and the multi-family sector (condominiums and apartments) operating within Regina city limits regardless of size, number of employees or number of tenants. Some exceptions apply:

  • Provincial and Federal Governments and Crown Corporations are not eligible for EAIP funding as they are not legally bound by City bylaws. The EAIP is designed to support properties required to comply with The Waste Management Bylaw.
  • Home-based businesses are not eligible for EAIP funding if they receive City waste services.
  • Multi-family properties who receive City waste services are not eligible for EAIP funding. The EAIP is designed to support properties who contract private waste services.

A total of $1 million in funding is available on a first-come, first-served basis, subject to approved applications.

* A non-designated property is a property that is not a designated property. A designated property is a building(s) intended for residential use with no more than four dwelling units per assessment account or such other building as the City Manager shall determine from time to time.

Steps to Apply

Step 1: Submit a Project Plan (this form)
Commercial property owners must submit a project plan outlining their plan to implement recycling and food and yard waste services prior to September 30, 2027.

Step 2: Receive Plan Approval
Wait for approval from the City. Once approved, you have 90 days to implement your recycling and food and yard waste program.

Step 3: Submit for Reimbursement
After implementation, submit a funding application that includes:

  • Proof of your capital investment
  • Receipts or invoices for approved purchases
  • Monthly hauling invoice (if applicable)

Funding applications submitted after the 90-day period will not be reimbursed unless you have asked for an extension in writing that has been approved by the City.

Important Notes:

  • If delays occur due to factors outside your control, you may submit a written request for an extension.
  • Only one project proposal per business entity is permitted. (A business entity is defined by its legal registration recorded with ISC, not by the number of operating locations or business names. Multiple locations operating under the same ISC‑registered business entity are considered one business entity and are eligible for one EAIP application. Business entities related to any business entity already approved under the EAIP program are not eligible to apply for EAIP.)
  • The deadline to submit project proposals and funding applications is September 30, 2027.
  • Programs must be fully implemented before January 1, 2028, to be eligible for funding.

Please enter the total amount of capital investment only, the operational rebate will be paid monthly following approval through invoices submitted up to $105 per month.

1. Please specify your plan for the finished compost product. Examples of finished compost usage include donating it to a community garden, employees taking it home and using it in garden beds, etc. Finished compost cannot be landfilled. 

Applicants that generate a small amount of food and yard waste can use more cost-efficient options to handle this material such as countertop composters and other composting technologies that don’t require a collector and hauler. The materials collected in the business’ food and yard waste stream must be the same as the materials collected in the residential food and yard waste service (e.g. must include meat, bones and dairy).

2. Applicants must have a multi-stream waste management program where recycling, food and yard waste and garbage are separated at the point of disposal and the material is hauled to appropriate processers or processed in house. Other waste diversion or reduction technologies can be implemented in addition to, not in lieu of, a multi-stream waste management program. (e.g. Businesses must have food and yard waste bins and garbage bins in washrooms to capture paper towel and/or tissues at the point of disposal. Hand dryers can be added in addition to the bins to reduce paper towel usage).
