
The Neil Balkwill Civic Arts Centre offers a full range of fine arts and crafts programs for all ages and provides workshop, studio and exhibition facilities. The centre is also home to the Art Gallery of Regina, an independent, non-profit public art gallery.

Neil Balkwill Civic Arts Centre Artist in Residence 2024
Cat C. Haines (she/her) is a transdisciplinary artist, writer and activist based in Regina, Saskatchewan. Her practice spans experimental film, sound, painting and critical writing, centering on trans feminist perspectives and the creation of inclusive queer spaces.
Through projects that merge personal narrative and community history, Haines explores trans embodiment, visibility and belonging on the prairies. With an MA in Women and Gender Studies from the University of Regina and residencies at institutions such as the MacKenzie Art Gallery and Bridges Art Movement, her work portrays trans experience as both an artistic subject and a site of resistance, care and collective memory.
Her recent film, All We Have, is an experimental Super 8 documentary exploring trans people’s connection to place in Regina. Produced through the City of Regina’s 2024 Neil Balkwill Artist in Residence program, the film was hand-developed using plant-based developers made from plants gathered in back alleys and community gardens.
