data from Statistics Canada indicate very low levels of hate crime in Regina, these results should be interpreted with caution. Many actions that are reported as being motivated by hate are not counted in statistics as hate crimes because they do not fit into the specific Criminal Code definitions. For example, while a perpetrator may yell racial slurs while assaulting a person of colour, this offence is charged as an assault (and statistically counted as such) while the motivation can be considered an aggravating factor during sentencing. As such, they are unlikely to reflect the actual rates of hate-motivated crimes occurring in the city. Where do we go from here? Establish community action table for racism & discrimination. Recognize and reject racism and discrimination in Regina. Support individuals in accessing safer spaces and services. Provide opportunities to create diverse and inclusive communities and workplaces. Racism & Discrimination Safety refers to the presence of limited or no risk which reduces or eliminates an individual’s or community’s experience of harm. It is important to differentiate between actual and perceived safety. Actual safety refers, objectively, to a person’s level of risk or potential for harm while perceived safety refers to a person’s perception of risk or harm. Safety Recommendations The 2019 50 Vital Community Conversations report indicated that perceived and actual safety in Regina are areas of concern. Official rates indicate that Regina’s Crime Severity Index has recently increased (higher than the national average). Further, community members indicated that many people feel unsafe going out in the evening and there is a need for more neighbourhood-based safety programs. Where do we go from here? Establish community action table for safety. Focus on upstream prevention and early intervention to reduce risks, harm, crime, and victimization, and improve overall well-being. Address social disorder and crimes committed out of despair. Address residents’ concerns around physical safety in Regina. Engage residents by providing information and awareness on the realities of community well-being and safety in Regina. Enhance incident response and recovery to support community healing. Safety Service system refer to networks of organizations and agencies that support individuals and groups in a variety of ways, including mental health, substance use, employment, food security, education, etc. Service System Recommendations The 2019 Vital Community Conversations Report highlighted that many residents identified a need for more sustained programs and services for substance use, mental health, employment, and those designed to address the needs of young people, newcomers and immigrants, and the Indigenous community. Where do we go from here? Establish Community Action Table for service systems. Pursue a collective impact approach for the Regina human service system. Increase the accessibility, inclusion, and centralization of services. Inclusive Washroom and Change Room Policy

If someone is behaving disrespectfully or threatening the safety of someone else, this behaviour should be reported to facility staff for follow-up and investigation. (Simply using a change room does not qualify as disrespectful behaviour.) Why should I have to use a private stall or single-stall washroom or change room if I’m uncomfortable? Why can’t the other person use a different washroom or change room? No one has the right to say which washroom or change room another person can use. You should use the washroom or change room that you feel safest in or that best corresponds with your gender identity. This policy supports the safety and dignity of people who have previously felt excluded and unsafe in our facilities, such as gender-diverse people and people with disabilities. Is the City making all washrooms and change rooms all-gender? Are you taking away safe spaces from women? This policy supports the rights of all visitors and employees to use the washroom or change room that makes them feel safest and/or best corresponds with their gender identity. Gendered (men or women) change rooms and washrooms will remain in most City facilities. Separately from this policy, we are working on building more single-stall, all-gender washrooms and change rooms as we build new buildings or renovate existing ones. Single-stall, all-gender washrooms and change rooms are designed for use by one person or one family at a time. This approach will improve privacy, safety and inclusion for everyone. Are there age limits for children using the men’s or women’s change room? The City does not require children over a certain age to use a specific change room. Families and caregivers can choose which washroom or change room they use according to their specific needs, abilities, gender identities and/or comfort levels. If you are uncomfortable, you have the option to use a private stall within the gendered washroom ora single-stall/all-gender washroom if available. What if someone pretends to be transgender or disabled in order to access certain change rooms? Individuals are responsible for maintaining respectful behaviour when in change rooms, and any violation of this will be taken very seriously. We should not make assumptions about another person’s gender identity or abilities. Council Approves 2025 Budget that Supports a Growing City

of projected spending for 2025 by at least $1.55 million, to lower the Civic Operations mill rate increase by 0.5 per cent. Administration will also report back to City Council on its cost-saving efforts near the end of Q2 2025. City Council also approved a 5.82 per cent increase to the utility rate. The combined increases to the mill rate, utility rate and library levy will be $26.41 per month for the average Regina Household. The 2025 Budget reflects the City’s commitment to deliver services and infrastructure that meet the needs of Regina residents, while keeping property taxes among the lowest in Western Canada.
