approved, the City will issue your temporary street use permit, Street/Crosswalk Painting You need
to obtain a temporary street use permit if you must close or restrict any portion of a public
right-of-way (street, alley or sidewalk) prior to the construction, alterations/repair or
demolition of a building or structure. Request for an alley or local street must be received at
least 72 hours prior to closure. Request for a major roadway (collector, arterial or expressway)
must be received at least seven days prior to closure. If you are requesting to close a provincial
highway or highway connector, you must also contact the Provincial Government or Rural Municipality
to get approval. This process can take two to six weeks. Depending on the project and where it is
located, the City may specify a time of day and/or week that the closure or restriction can occur.
To apply Contact Service Regina at 306-777-7000or use the online service request form to request a
street use permit. Contact any businesses located along the street, alley, or sidewalk to notify
and negotiate any impact to their businesses during the project. If the closure or restriction will
impact pedestrians, you must indicate how you will control and protect pedestrians that may pass
through the street closure. If a covered walk-way is required, it must meet the guidelines provided
by the City. Once the City has received your request and has completed the review process, your
temporary street use permit will be issued. Submit your signed temporary street use permit and fees
to the City. Construction, Alterations & Demolition You require a temporary street use permit
if you need to place a garbage disposal bin in an alley or parking lane of a street during a
construction, repair or demolition project. If the bin can be placed on private property, a
temporary street use permit is not required. Bins can only remain on City property for a maximum of
10 days and cannot be placed in a "No Parking" or "No Stopping" area. If there is a hazard from
falling objects around the bin, you must clearly mark off the work area with warning devices and a
rope barrier, barricade or cones. To apply Contact Service Regina at 306-777-7000 or use the online

advance. Once your requesthas been received and approved, your temporary street use permit will be
issued for a fee. Garbage Disposal Bins If you wish to sell food, crafts or merchandise from a
vending unit located on a sidewalk, you need to apply for a temporary street use permit, as well as
any other permits or licences required by the Saskatchewan Health Authority, SaskEnergy (if using a
gas barbecue), Business Licensing and/or the Fire Department. The temporary street use permit for
sidewalk vending is valid for one calendar year and must be renewed annually. If you wish to renew
your permit for the current year, you must re-submit your application and payment by February 15.
If you do not, the City will allow the location to be open to other applicants. Rules and
regulations governing the operation of a sidewalk vending unit are specified in the Traffic Bylaw.

you want to start operating by: Calling Service Regina at 306-777-7000 Submitting a Service Request
You will be contacted once the processing has begun to get additional details or required
documents, it may take up to 45 days to receive final approval. Requirements vary depending on what
merchandise is being sold. Once documentation and requirements have been received and verified,
your permit will either be approved or denied. Sidewalk Vending If you wish to sell food from a
mobile vending unit on a City street, you need to acquire a permit. The permit for mobile food
vending units is an annual permit, valid from the date of issue until December 31 of the year of
issue. Rules and regulations governing the operation of a mobile vending unit are specified in the
Traffic Bylaw. For additional permit information, please review Supplemental Mobile Vending Permit
Conditions and Guidelines and Mobile Vending Guide. All mobile vendors, regardless of permit or
location of operation, must obtain a Fire Safety Compliance Certificate from Regina’s Office of the
Fire Marshal to operate within the City of Regina. Email FAST@regina.ca to book an inspection appointment. If the mobile vending unit is not
owned by a commercial business, the vendor will need to obtain a Business Licence. To apply:

Full Building Demolition Permit
permit is paid, your permit will be emailed to the applicant/owner/contractor for a signature. A
signed copy must be scanned and sent back to permits@regina.ca prior
to construction. Please read the Hazardous Materials Advisory for demolition, renovations,
construction or alteration. Permit Fees Demolition of Buildings less than 600m2 in area $100
Demolition of Buildings 600m2 or more in area $200 The City will review your application and
determine if it meets all building, heritage, zoning, landscaping, engineering, environmental,
disposal, assessment, open space and utility regulations and/or bylaws. During the Demolition If
soil contamination or other hazardous materials are found during demolition, you must contact the
City to inform them before it is removed. You must also comply with all acts and regulations
concerning the disposal of this material. If asbestos is discovered before or during the demolition
of the site, you must: Comply with all Occupational Health and Safety regulations involving its
removal. Follow the regulations outlined in the Transportation and Dangerous Goods Act to take the
material to the City Landfill. Obtain the proper permit from the City to dispose of the asbestos in
the City Landfill. After the Demolition Once the demolition is complete, you must remove all
rubbish and building materials from the property as well as fill and level the excavation to an
elevation compatible with abutting properties. You should also seed the site with coarse grass. If
required, you must get approval from the City to remove driveway crossings that are no longer
required or to remove any structures that encroach onto the property. For properties located in the
Downtown zone, Commercial zone or Transitional Area Residential zone, you must provide a perimeter
screen fence or landscaping that complies with the regulations contained in Regina Zoning Bylaw.
