Building & Zoning Certificate Request

Building & Zoning Certificate Request

The City of Regina offers three types of certificates to support property transactions, redevelopment planning and due diligence:

  • Building Compliance Certificate
  • Zoning Certification Letter
  • Building Siting Certificate

These certificates provide official information about zoning regulations, building activity and compliance with municipal bylaws. They are useful for:

  • Prospective buyers confirming compliance before purchasing a property.
  • Real estate professionals, developers or consultants verifying land use regulations.
  • Current property owners seeking clarification on building or zoning status.

You do not need to be the registered owner to request these certificates, but written authorization is required if you are not listed on the land title.

What You Can Request

Building Compliance Certificate 

A building compliance certificate provides a written record of compliance and status for building and property processes. This includes:

  • Open building and development permits.
  • Any orders or infractions under the Building Bylaw, Zoning Bylaw or Community Standards Bylaw (e.g. unsafe structures, land use violations, property maintenance orders).

Note: This certificate does not confirm compliance with all codes or regulations but identifies outstanding issues known to the City.

Zoning Certification Letter

A zoning certification letter provides written confirmation of:

  • Current land use zone.
  • Intensification area designation.
  • Heritage status (if applicable).
  • Permitted and discretionary land uses.
  • Permitted and discretionary building types.

It is seful for buyers, developers, legal and planning professionals.

Building Siting Certificate

Building siting certificate verifies whether an existing building or structure complies with siting and setback requirements under the Zoning Bylaw, based on an existing survey.

These are typically requested during property sales or when confirming how a building is situated on a lot.

Required Documents

All requests require: 

  • Civic address of the property

Additional requirements for Building Siting Certificate:

  • A legible Surveyor’s Certificate or Real Property Report

Fees and Processing Time

A fee of $147 per certificate will be charged for this request.

  • Payment can be made in person or by phone after your request is processed and before the plans are released. You will be contacted by City staff when your request has been fulfilled.  

Certificates are issued within five business days of receiving a complete application and after confirmed payment.

What You Will Receive

You will receive a formal letter or certificate summarizing the relevant compliance or zoning status based on the type of request submitted. This document is suitable for legal, financial or planning purposes.
