Grant Incentives

Intake Deadlines

Storefront Improvement and Tenant Fit-up Grant Incentives

  • The next intake period for the Storefront Improvement and Tenant Fit-Up grant incentives will open Monday, November 24, 2025, at 8 a.m. CST and close Monday, February 23, 2026. at 4:30p.m. CST. Total available grant funding for this intake period is $250,000.
  • Applications received outside of the noted intake period will not be accepted.

Storefront Improvement Grant Incentive

This grant covers up to 50% of eligible project costs for exterior aesthetic storefront improvements up to a maximum of $50,000 upon project completion.

Tenant Fit-up Grant Incentive

This is a grant to support fitting-up units/space for a new tenant within an existing building and covers up to 50% of eligible project costs to a maximum of $50,000 upon project completion.

What’s on this page?

    If an applicant meets eligibility criteria for both the Storefront Improvement and Tenant Fit-up, they can be used in tandem for a combined maximum of $100,000 in funding. Full funding is not guaranteed for any application and is subject to the scorecard criteria outlined in the CCIP Guide.

    Project Eligibility

    Program Area

    To be eligible for the Storefront Improvement or Tenant Fit-up Incentive, your project must:

    • Be located within the City Centre boundary outlined on the map
    • Include eligible project costs outlined in the CCIP Guide

    Note:

    • Projects located within the priority funding area will be prioritized first.
    • If you are applying for the Tenant Fit-up Incentive, only new businesses are eligible.
    • Alterations or expansions of existing businesses are not eligible for the incentive.
    • If you are applying for the Storefront Improvement Incentive, both existing and new businesses are eligible.

    Please note, the City Centre boundary is currently under review and will be updated in early 2026. If you have questions about how this will affect your eligibility, please contact revitalize@regina.ca

    Application Process

    Learn more about the requirements and how to apply for the Grant Incentive Program.

    Application Intake & Review

    • Submitted applications are reviewed by City staff to make sure they are complete.
    • Applicants are encouraged to formally submit their completed applications early during the intake period to allow time to work with City staff and ensure all documentation requirements have been fulfilled. Any application deemed incomplete by the end of the closing date of the intake period may be disqualified.

    Prioritization of Eligible Projects

    • All complete applications will be reviewed for eligibility. Eligible projects are prioritized for possible funding commitment based on their location (i.e., priority areas) and scorecard points.

    Funding Commitment

    • City staff will confirm the funding commitment for prioritized projects. Additional information or conditions may be required within a prescribed time at this time to secure the funding commitment.

    Commence Project

    • Applicants are responsible for obtaining any necessary permits or approvals before starting and completing the proposed work.
    • Applicants have up to two years from the date of the Funding Commitment Letter to complete the proposed project.

    Grant Payout

    • Upon completion, City staff will confirm that all requirements have been met to proceed with paying out the grant.

    Monitor & Reporting

    • City staff may monitor the completed project to gather relevant data to inform future incentive programs.

    Application Requirements

    A combination of the following documents will be required for grant incentive submissions at the time of application:

    • A complete application form
    • A detailed estimate provided by a Saskatchewan licensed contractor, architect, consultant or engineer*
    • Licensing information for each entity providing an estimate
    • The applicant, owner, tenant and contractor’s Information Services Corporation incorporation information (if incorporated)
    • Province of Saskatchewan Land Titles Registry Title or other proof of ownership
    • Digital Images that provide an overview of the current space where work will be performed
    • Site plans and elevations/renderings showing existing conditions and proposed layout, dimensions, entrances and work to be undertaken on site (Storefront Improvement)
    • Floor plans and interior elevations/renderings that show proposed use, layout, dimensions and work to be undertaken within the unit (Tenant Fit-up)
    • Lease agreement or Intent to Lease (Min 2 years) where work is to be funded/undertaken by a tenant. Where an intent to lease is provided at the time of application, a full lease agreement will be required for submission as a condition of any funding commitment awarded.

    Pre-application Meetings

    Prospective applicants are encouraged to discuss potential projects with City staff early on to determine development feasibility and available incentives.

    A pre-application meeting request must include:

    • Address of the proposed site.
    • A description of the proposal being contemplated.
    • Attachment of any available renderings/plans.
    • Projected start and end project date.

    Once you have requested a meeting, our team will review your documentation and arrange a meeting. Based on questions submitted, the City will ensure the appropriate staff are available to attend the meeting.

    I have completed some exterior improvements, but would like to be considered for finishing touches such as updates to signage or lighting. Can I still apply?

    • Yes, provided that the proposed work has not started prior to the intake period and has not received other municipal incentives.

    My building has a weird configuration. How do I determine if I qualify under the program?

    • Some properties have unique circumstances and configurations which may pose a challenge in determining what can be applied for through our incentive program. We can help with that! Send us an email at revitalize@regina.ca along with the address, a brief description of the proposed work (where and what) and we will do our best to help clarify.

    I want to complete exterior aesthetic improvements to a mixed-use building or a house-form commercial building. Can I apply?

    • Yes, mixed-use buildings may apply, provided that the work meets the eligibility criteria. Residential portions of the property are ineligible under this program.
    • A house being used as or converted to a commercial property may be eligible under the program. Home-based businesses do not qualify under the program.

    Can I apply for incentives over multiple years?

    • Yes, provided that the proposed project scope or area of work is not currently receiving or has not received previous municipal incentives. The City will not accept grant applications for work already in progress before the intake period. If you have already started a major project on the property and want to apply for a grant to cover additional improvements, that scope of work may be considered.

    Where can I find application forms for the programs?

    • Application forms for grant incentives are available on this page throughout the year. They will ONLY be accepted during the designated intake periods each year. Pre-application meetings with City officials are also only available during the intake period.

    Where do I send my complete application form?

    • A completed application form and supporting documentation can be sent to revitalize@regina.ca once program intake is open. Applications received outside of the intake period will not be accepted.

    I want to add a vinyl wrap or tint the windows of my business. Is this eligible for funding?

    • No. Any changes to the building that reduce transparency of doors and windows, including tinted windows and vinyl wraps, are ineligible under the program. More information on eligible items can be found in the CCIP Guide.

    I want to add security cameras, flood lights, fencing, rolling shutters, and window grills to my property. Are these eligible for funding?

    • No. Features of this nature are ineligible under the program. More information on eligible items can be found in the CCIP Guide.

    I want to purchase solar garden lights from the store to add to my property. Is this eligible for funding?

    • No. Temporary lighting is not eligible under this program. More information on eligible items can be found in the CCIP Guide.

    Can I apply for the Storefront Improvement stream at the same time as the Tenant Fit-up stream?

    • Yes, new businesses can apply for both the Storefront Improvement and Tenant Fit-up streams at the same time. If a project meets the criteria, both grants can be used in tandem for a combined maximum of $100,000 in funding.

    I want to set up a pop-up or kiosk for the holiday season. Can I apply for a grant?

    • No, incentives are only available for new Tenant Fit-up projects demonstrating an intent to lease a space for two or more years.

    I am an existing business seeking to renovate the interior of my unit. Can I apply for a grant?

    • No, the intent of the program is to attract new tenants and activities to existing vacant spaces.

    I am a new tenant/building owner planning to renovate a former office space into a restaurant. Can I apply for a grant? 

    • Yes, provided that the proposed work is listed as eligible under the program. Details about the eligible work can be found in the CCIP Guide.
    • If the unit/building is not intended to be owner occupied, the tenant must have a primary lease agreement with the property owner.

    Can I apply for this incentive over multiple years?

    • No, the Tenant Fit-up stream is intended to support the fit-up of a unit for a new tenant to use; therefore, it can only be claimed once.
