Office of the City Solicitor

The Office of the City Solicitor supports City Council, Executive Leadership and City Departments by providing legal and risk management advice while ensuring legal and legislative compliance. The Office has four branches: Legal Services, Prosecutions, Risk Management and Policy Support.

Legal Services

The Legal Services branch provides advice and service to Council, the Board of Police Commissioners, and all City Departments. This includes preparing, reviewing and providing advice on legal documents related to contracts, financing and reports, drafting bylaws, ensuring regulatory compliance and litigation.

Prosecutions

The Prosecutions branch prosecutes all bylaw offences in the City, except moving traffic violations and some provincial offences. It also administers the Regina Municipal Division of Provincial Court.

Risk Management

The Risk Management branch provides services including investigating, adjusting or pursuing claims, administering insurance coverage and recommending loss prevention measures to protect the City from risk and financial loss.

Policy Support

The Policy Support branch provides advice and support with policy development across the organization.

 

Shannon Williams, City Solicitor

Shannon completed her LL.B. degree at the University of Alberta in 2004 and began her legal career as a Federal Crown Prosecutor in Edmonton. She completed a Master’s Degree in Law at Dalhousie University (2009) with a focus on restorative justice and criminal law. After working as a Criminal Prosecutor for the Public Prosecution Service of Canada, Shannon worked with the Canada Border Service Agency, Legal Services Unit, in Ottawa where her focus became advising on immigration enforcement and national security law.

 

In 2017, Shannon returned to Regina and took on a role as Provincial Prosecutor then as senior counsel to the Deputy Minister of Justice and Attorney General.  She was appointed Assistant Deputy Attorney General, Justice Services Division, for the Saskatchewan Ministry of Justice and Attorney General in 2021, and in that same year, was awarded the prestigious Queen’s Council (QC) distinction for her contributions to her profession and the community. In 2022, Shannon was awarded a Queen Elizabeth II Platinum Jubilee Medal.  

 

In November of 2023, Shannon accepted the position of City Solicitor for the City of Regina where she oversees the City’s legal department and provides legal advice to City Administration and City Council on all legal matters impacting the municipality.  

 

In support of her community, Shannon currently sits as the Chair of the Lakeview School Community Council, on the Executive Committee and Board of Regina Transition House, and volunteers with Regina Wascana Park Run and 100 Women Who Care. She is a mentor with the Canadian Bar Association and a regular facilitator of the Bar Admission Course for new lawyers in the Province of Saskatchewan.
