The City of Regina's water and sewer budget operates on a full cost-recovery, user-pay basis. All revenue collected is used to fund the services provided and the water, wastewater and drainage systems that support service delivery. No funds are used to deliver other City services or maintain City buildings and infrastructure.
In order to maintain and improve our water service infrastructure, all customers pay a daily base charge for water, sewer and drainage, plus a charge for actual usage. The daily base charge for water and sewer is dependent on the size of the meter installed in the home. For a standard residential home with a 15 or 20 mm water meter, your 2026 daily base rates are as follows:
- $1.13 per day for Water
- $0.86 per day for Sewer
- $0.77 per day for Drainage

Water and Sewer Calculation
Your water and sewer is calculated on your bill using both a fixed (daily) rate and a variable (usage) rate as follows:
Days - the number of days of service you are billed for. The number of days of billing is multiplied by the Daily Base Charge.
Daily Base Charge - the fixed daily charge for services regardless of consumption.
Usage - the difference between your current and previous meter reading. Water usage (consumption) is recorded in cubic metres (m3).
Water Usage Charge - your usage multiplied by the rate per cubic metre.

Meter Readings - Readings are obtained every month via automated meter reading. Usage is estimated when readings are not obtained or when it is deemed necessary to estimate an entire area. If necessary, your usage is adjusted when an actual reading is obtained.
