The North Central Drainage Upgrade will help prevent ponding during large storms and reduce the risk of basement and street flooding, benefiting approximately 450 homes within this neighbourhood. This project will impact about 24 blocks over the duration of the project.
The project will be very intrusive to the community and each block will have various levels of construction from curb to curb.
In future phases, residents may be without water for emergency shutdowns of eight hours for short term water pipe replacements. If residents are on a block receiving full block water main replacement, they will be connected to the water system through an above ground water connection for the duration of the water main replacement until they can be safely returned to the underground water system.
Project Outcomes
- Installation of new storm sewer mains

- Approximately 50 homes will see a reduction of ponding directly impacting their property
- Approximately 10 ponding areas that are looking to be reduced
Traffic Restrictions
To reduce the impact on residents and traffic, work in 2021 will be completed in five phases along Athol Street, between Pony Park and 2nd Avenue, and west along 2nd Avenue to Wascana Street. The City will advise residents of each phase, along with necessary closures and restrictions.
Starting on April 12, the first phase of work will begin along Athol Street, between Pony Park and 2nd Avenue. Drivers may want to consider alternate routes as Athol Street will be closed to traffic. This phase of work is estimated to take approximately fourteen weeks to complete, weather permitting.
To ensure safety for residents, the work zone will be fenced off. Please be cautious in the area.
Timeline
The North Central Drainage project is anticipated to be complete in 2022. This timeline was increased as a result of the COVID-19 pandemic.
