OCP Growth Plan Review

As Regina continues to grow, the City is planning for where and how growth will occur over the next three decades.

By 2051, Regina is projected to have:

The City’s current Growth Plan and related policies are based on a planning horizon targeting a population of 300,000 by 2040. To accommodate forecasted long-term growth, this horizon must be extended to support a population of 370,000 by 2051. This includes identifying suitable lands for new neighbourhoods, supporting the redevelopment of existing neighbourhoods and planning for industrial growth to meet future population, employment and housing needs.

Updating the Growth Plan

The Growth Plan Review will consider social, economic and development trends, including marketplace shifts, changes in lifestyle preferences, growing infrastructure and servicing needs, affordability pressures and socioeconomic and demographic changes.

Also available is the Planning for Growth Infographic, which shows how the Growth Plan Review fits within the City’s broader initiatives to support long-term growth and community vitality.

This review will gather insights from a diverse range of land, economic and community development stakeholders through a series of focus groups in 2025 and engagement with residents planned for fall 2025.

You can also sign up on this page to receive project updates and participate in broader public engagement opportunities anticipated in fall 2025.

The findings from this review will inform recommended updates to the Growth Plan and related Official Community Plan (OCP) policies, which will be presented to City Council in late 2025.

Inputs to the Growth Plan Review

In 2024, the City completed a Population, Housing, and Employment Forecast and Urban Land Needs Study. The study projected the growth of the city through to 2051. The study updated the 2013 forecasts that informed the Design Regina: The Official Community Plan. It serves as a key input to the Growth Plan Review, providing data, trends and insights that will help shape the City’s long-term vision for growth, development phasing and infrastructure planning. 

The City recently completed a Water & Wastewater Serviceability Study. The study provides recommendations and guidance to support long-term growth planning. The study focused on citywide infrastructure system solutions that will facilitate future growth in new neighbourhoods and create opportunities for development in established neighbourhoods. The study findings are a critical input to the Growth Plan Review, helping identify areas of the city with sufficient water and wastewater capacity to support growth. It also highlights areas where additional investment is required before development can proceed. Learn more by viewing the Serviceability Study video.
