The Growth Plan is part of the Official Community Plan (OCP) and will be used to update policies that guide where and how to support growth over the next 25 years (2026 to 2051).

Design Regina the Official Community Plan was introduced in 2013 and included a Growth Plan to manage the City’s growth based on a target population of 300,000 by 2040.
The Growth Plan is reviewed every five years to ensure the policies in the Official Community Plan remain relevant. The Growth Plan Review in 2025 looked at how to accommodate forecasted long-term growth to support a population of 370,000 by 2051. The changes include updating the phasing approach to new neighbourhoods, identifying suitable lands for new neighbourhoods, supporting the redevelopment of existing neighbourhoods and planning for industrial growth to meet future population, employment and housing needs.
Regina City Council approved the Growth Plan Review Report in February 2026. The Official Community Plan updates will take effect following approval of bylaw amendments by City Council and the provincial government in Spring 2026.
Updating the Growth Plan
The Growth Plan Review considered social, economic and development trends, including marketplace shifts, changes in lifestyle preferences, growing infrastructure and servicing needs, affordability pressures and socioeconomic and demographic changes.
Inputs to the Growth Plan Review
In 2024, the City completed a Population, Housing, and Employment Forecast and Urban Land Needs Study. The study updated the 2013 forecasts that informed Design Regina: The Official Community Plan to project population growth of the city through 2051. This serves as a key input to the Growth Plan Review, providing data, trends and insights that will help shape the City’s long-term vision for growth, development phasing and infrastructure planning.
The City recently completed a Water & Wastewater Serviceability Study. The study provides recommendations and guidance to support long-term growth planning. The study focused on citywide infrastructure system solutions that will facilitate future growth in new neighbourhoods and create opportunities for development in established neighbourhoods. The study findings are a critical input to the Growth Plan Review, helping identify areas of the city with sufficient water and wastewater capacity to support growth.
