Regent Par 3 Redevelopment

Project Timeline

Construction is now completed, but the contractor still has one year maintenance period before all the other recreational amenities can be opened to the public, such as the Multi-purpose Athletic Field

Updates to the Park

Now Open:

  • Off-leash dog park with small dog section
  • Multi-use multi-season pathways
  • Seasonal washroom facilities

Investment

Redevelopment of Regent Par 3 was approved by City Council in 2019.

  • $2.7 million investment

This program was funded in part by the Federal Gas Tax Fund program in Saskatchewan which is administered by the provincial government to help support municipalities.

Phase 4: Spring 2019

A community consultation was held to present four design options below which are based on Council-Approved policy and what we heard was most preferable from the community during previous consultations.

Concept #1 - Recreation Only

Recreational Amenities & Area: Sports Field, Multi-Use Pathways, Playground, Spray Pad, Picnic Areas - 4.89 Hectares (12.08 Acres)
Housing Forms, Unit Numbers & Area: None

Cost:

  • Estimated cost for recreation components - $2,460,000
  • Estimated revenue from land sales - $0
  • Estimated additional funds needed - $2,460,000


Concept #2 -
Seniors’ Assisted Living Complex + Recreation Facilities

Recreational Amenities & Area: Sports Field, Multi-Use Pathways, Playground, Spray Pad, Picnic Areas - 3.31 Hectares (8.18 acres)
Housing Forms, Unit Numbers & Area: Multi-unit (Apartment), approx. 110 units - 1.58 Hectares (3.90 Acres

Cost:

  • Estimated cost for recreation components - $2,380,000
  • Estimated revenue from land sales - $2,730,000
  • Estimated revenue generated - $350,000


Concept #3 - Townhouse Development + Recreation Facilities

Recreational Amenities & Area: Sports Field, Multi-Use Pathways, Playground, Spray Pad, Picnic Area - 3.05 Hectares (7.54 acres)
Housing Forms, Unit Numbers & Area: Townhouse, 38 Units – 1.84 Hectares (4.54 Acres); including .79 Hectares of right-of-way

Cost:

  • Estimated cost for recreation components - $2,280,000
  • Estimated revenue from land sales - $1,800,000
  • Estimated additional funds needed - $480,000


Concept #4 -
Seniors’ Assisted Living Complex + Townhouse Development + Recreation Facilities

Recreational Amenities & Area: Sports Field, Multi-Use Pathways, Playground, Spray Pad, Picnic Area - 3.04 Hectares (7.51 acres)

Housing Forms, Unit Numbers & Area: Townhouse, 16 Units; Seniors’ Assisted Living, 90 Units – 1.85 Hectares (4.57 Acres)

Cost:

  • Estimated cost for recreation components - $2,280,000
  • Estimated revenue from land sales - $3,200,000
  • Estimated revenue generated – $920,000

The Regent Par 3 Redevelopment project stems from the Recreation Facility Plan 2010-2020 and a motion made by City Council.

Phase 3: Winter 2018

Community Design Workshop
A third public consultation was conducted in February 2018. Attendees worked in small groups, mapping out what a redeveloped Regent Par 3 Golf Course site could look like.

Phase 2: Fall 2017

Community Workshop and Online Form
A second phase of public consultation was conducted in October 2017. We received 280 responses to an online comment form relating to the project.

The community was also invited to provide further feedback on redevelopment of the Regent Par 3 Golf Course site. During the community workshop we provided background information and offered the public an opportunity to work in groups to share ideas on the kinds of housing and recreational facilities they would like to see on the site.

Phase 1: Spring 2017

Community Workshop and Online Form
We invited the public to explore development options for the Regent Par 3 Golf Course site.

Nearly 500 residents also shared their feedback through an online form. These submissions helped guide the development of proposal options for the redevelopment of the Regent Par 3 Golf Course.

People attended a community workshop at Coronation Park School on the evening of May 25, 2017. We provided background information and offered the public an opportunity to work in groups to share ideas on the kinds of housing and recreational facilities they would like to see on the site.
