Regina Land and Real Estate

Taylor Field Land

The City of Regina’s Land and Real Estate branches manage City-owned land to support Regina’s growth and maximize the value of municipal land assets for the community.

The work of the Land and Real Estate branches is funded through the Land Development Reserve. This means that the costs associated with operating the branches and undertaking development activities are paid through proceeds from land sales and land development profits, not property taxes.

Land Development Strategy and Annual Reports

    Learn more

The Land Development and Disposition Strategy (LDDS) guides how the City of Regina manages municipal land for the community. The strategy guides when and how Administration acquires, develops, holds and sells land. Benefit may be measured through financial gains on development activities or support for economic development opportunities and broader City priorities, including commitments to Indigenous relationships and responsibilities within Treaty 4 Territory.

The City of Regina’s land development program is self-financed and funded through the Land Development Reserve.

To support transparency, the City of Regina publishes an annual Land & Real Estate Annual Report, providing a summary of activities, outcomes and planned initiatives.

Review the LDDS and annual reports to see how the City of Regina land development strategy supports revenue, growth, infrastructure, economic development and its commitment to Indigenous relationships and responsibilities within Treaty 4 Territory.

The City of Regina manages strategic land holdings in accordance with the Land Development and Disposition Strategy (LDDS). This includes acquiring, holding, developing and selling municipal land to support community growth, economic development and City priorities.

The map below identifies the City of Regina's major land holdings. Additional information on each property, including current status and City Council-approved direction, is available in the sections below.

    Major City Land Holdings

    Taylor Field Redevelopment

The Taylor Field Redevelopment site includes approximately 15 acres of vacant land at the former stadium location. The redevelopment project supports neighbourhood revitalization through new housing, public green space, stormwater infrastructure and improved transportation connections.

Before the land can be sold for residential development, the City needs to service the land through the construction of underground infrastructure for water, wastewater, stormwater, power and natural gas, and through construction of surface infrastructure such as roadways sidewalks and park space.

In 2026, the Government of Canada and the Province of Saskatchewan announced funding support to build servicing infrastructure through the Canada Housing Infrastructure Fund (CHIF). The City is advancing project planning, with the principal engineering consultant expected to be awarded in late 2026.

Serviced lots and multifamily parcels for residential development will be released through a public process in the future.

    The Yards Redevelopment

The Yards is a 17-acre redevelopment site located between Downtown Regina and the Warehouse District. The site is part of the Regina Revitalization Initiative (RRI), and is proposed to be transformed to support a mix of commercial and residential development.

Through a partnership between the City, Government of Saskatchewan and Government of Canada, key infrastructure improvements have been completed to prepare the site for redevelopment. The reconstruction of Dewdney Avenue through the Dewdney Avenue Revitalization project provided the water, wastewater and stormwater capacity upgrades needed to support future development opportunities.

The City is currently seeking a development partner to lead the design and installation of underground infrastructure, roads, landscaping and all residential and commercial development through RFP 7333.

    Parliament Avenue & Queen Street

The Parliament Avenue and Queen Street site includes approximately 10 acres of City-owned land in south Regina. A portion of the land is set aside for a community cricket field. The remaining lands fronting Parliament Avenue are planned for future commercial development. Underground infrastructure required for the park and commercial development is scheduled for construction in 2027.

The City is leading the development of this site, which is approved and zoned for commercial development. The sale of serviced commercial land will be through an open process anticipated to occur in 2027.

    Towns South

The Towns South is an active greenfield development in southeast Regina. The City of Regina engaged Terra Developments to manage the planning, servicing, marketing and sale of the lands.

Based on current growth projections and infrastructure needs, development of the land is anticipated to commence in the early 2030s.

    Hawkstone

Hawkstone consists of approximately 76 acres of mixed residential and commercial land within the approved Hawkstone Concept Plan area. The City of Regina plans to develop the site through a third-party development manager, with land servicing anticipated to begin in 2027. Serviced land will be sold through a public process.

    Riverside

Riverside consists of approximately 247 acres of land in southeast Regina, located between Riverside Memorial Park Cemetery and Wascana Creek. The City of Regina is currently evaluating future options for the property, including development, sale or long-term retention.

    North East Industrial Lands

The North East Industrial Lands include approximately 316 acres of City-owned land located south of Inland Drive and west of Winnipeg Street. The lands are being held for future development as surrounding development opportunities continue to evolve.
