Regina Revitalization Initiative

Mosaic Stadium 

A community gathering place to be enjoyed for generations to come, the 33,000 seat multi-purpose facility hosts numerous sporting and entertainment events and is the home of the CFL’s Saskatchewan Roughriders. Construction began in 2014, and Mosaic Stadium opened in the summer of 2017. The stadium is operated by REAL District, the largest interconnected event complex in Canada.

The Railyard Renewal Project

In 2020, the Yards Neighbourhood Plan (Plan) was unanimously approved by City Council and then approved by the Province of Saskatchewan. Over the next decade, the Plan will guide the transformation of the 17.5-acre former railyard site into a vibrant, unique and connected urban neighbourhood that supports the ongoing revitalization of Regina’s City Centre. The plan was informed by one of the most extensive community and stakeholder consultation processes in Regina’s history. 

Work in the short-term includes site preparation, including environmental remediation. 

Part of the Plan also includes the Dewdney Avenue Corridor Rehabilitation Project, a two-year major construction project between Albert Street and Broad Street. Upgrades will transform this section of Dewdney Avenue into a desirable landscaped roadway with improved safety and enhanced service levels to meet the growing needs of the community.  

A new pedestrian bridge that links Regina’s Warehouse District to downtown is anticipated in future years.  

The Government of Canada, Province of Saskatchewan and City of Regina jointly committed more than $33.6 million towards the project.

Long-term Redevelopment of Taylor Field Neighbourhood 

Taylor Field Neighbourhood was part of the original Regina Revitalization Initiative (RRI) Vision adopted by Council in 2011 which is to provide “a neighbourhood that will provide mixed-income housing options, for purchase and rental”.  Council has not yet adopted a neighbourhood plan for the Taylor Field Neighbourhood.  The Taylor Field Neighbourhood servicing and planning evaluation will begin in 2023 and is part of the Land Development Master Plan. 

The City Centre Core Framework

The City Centre Core Framework (Framework) provides a collective vision between City of Regina, Regina Downtown Business Improvement District (RDBID), Regina’s Warehouse Business Improvement District (RWBID) and Regina Exhibition Association Limited (REAL) for coordinated processes, complimentary land uses and the infrastructure required to support and connect development in the City Centre Core. 

The implementation of this Framework is one tool to support economic development so that Regina can grow and realize the community benefits of a thriving City Centre.
