Multi-Family Properties
A multi-family property has four or more units on the same parcel of land. Multi-family properties do not automatically receive garbage, recycling, and food and yard waste services from the City of Regina. In 2024 the City changed the way waste services are paid for, moving waste charges from property taxes to a user fee paid by ONLY those that receive City services.
It is the responsibility of the property manager or owner to contract a waste hauler/processor. The Waste Management Bylaw mandates that all multi-family properties offer garbage and recycling disposal services to their occupants.
Starting July 1, 2025, multi-family property owners/ managers will be also required to provide food and yard waste services to their occupants.
Waste Management Plan Form
As a multi-family property owner or manager, you will need to submit a waste plan to the City each year. Your waste plan must include collection and processing information.
Tips for a Successful Waste Management Program
- Designate personnel responsible for managing your waste management program.
- Decide who will haul and/or process your garbage, recycling and food and yard waste. You have the option to select from various companies to secure waste hauling/processing services. You also have the option to select an alternative method for processing food and yard waste. Various small-scale in-house processing technologies are available.
Note: the byproduct of any in-house food and yard waste processing technology must be properly utilized. It cannot be landfilled. Multi-family properties are not permitted to utilize the City's recycling depots (Big Blue Bins).

Ask your current hauler if they can facilitate the new services before contacting a new one.
- Collect the right materials. It is a requirement that your chosen recycling and food and yard waste hauler(s) collect, at a minimum, accepts the same recyclable and food and yard items as the City's curbside recycling and food and yard waste programs.
- Decide where to store your garbage, recycling, and food and yard waste containers. Recycling and food and yard waste containers should be placed alongside garbage containers. Access to containers should be convenient for occupants
- Ensure containers are clearly labeled. Clear, visible signage on or above each container featuring both photos and text of acceptable items helps occupants sort their waste properly and reduces contamination.
- Inform occupants about your program. Provide informational handouts, display signage throughout your property, and offer tours of the collection area to ensure occupants understand how to correctly use the containers.
- Engage and educate occupants on a regular basis. Providing information on a bi-annual basis is a great way to keep occupants informed about your waste management program.
- Submit your waste plan annually to the City of Regina via our website. Your waste plan must include hauling and processing information.
- Encourage occupants to recycle their glass containers. The City of Regina has partnered with SARCAN Recycling to offer residents an additional option for recycling non-refundable glass containers like pickle jars and jam jars. Glass is a challenging material to recover from co-mingled recycling programs due to potential breakage. Glass taken to SARCAN ensures that the containers remain intact and are recycled.

- Visit ISC to request a Change of Address for Service
- Once the address has been changed at ISC’s corporate registry, send a copy of the Corporate Registry Profile Report that shows the new address for service to 1Assess@regina.ca.

How do I know which building belongs to which civic address?
This should be listed on your property tax notice. You can also contact the City of Regina Taxation & Assessment Department to find out.
My annual letter is missing properties I own or listed properties I do not own.
Property owners must update their information with Information Services Corporation (ISC) AND the City of Regina. Incomplete or outdated information may cause incorrect information sent to owners (including variations on C/O or mailing address information).
I need to update my mailing address.
Visit ISC to request a Change of Address for Service. Once the address has been changed in ISC’s corporate registry, simply send a copy of the Corporate Registry Profile Report that shows the new address for service to 1Assess@regina.ca.

Yes, if there are barriers to contracting a food and yard waste hauler, consider using countertop composters or other small-scale in-house composting solutions. These can be especially useful for smaller multi-family properties or apartments without outdoor space. It is important to note that the byproduct of any in-house solution must be properly utilized. It cannot be landfilled.
