Network Expansion Project, amajor three-year project that will allow improved water service levels
for Regina’s east end. Issued an RFP for the Taylor Field site to support the development of
infrastructure in this area. Established a land bank of properties for affordable housingin North
Central, offering grants to create community land trusts and partnering with groups like North
Central Strong and Growing Young Movers to acquire and develop land for permanent affordable homes.

Development Charge Rates Tower Crossing Council approved the construction of sanitary sewer
services for the Tower Crossing area, located on the far east side of the city, north of Victoria
Avenue, to support new and existing development. To recover these costs, Section 7.A.4 of the
Development Charges Policy establishes a Tower Crossing Area Development Charge Rate of $59,000 per
hectare. This rate is based on the estimated cost of providing sanitary sewer services to the area
and will be updated to reflect actual costs incurred by the City upon project completion. Contact

applies to a proposed new residential or commercial area, it sets the stage for more detailed
planning such as concept plans and rezoning. There are currently no neighbourhood plans under
review or being considered by the Regina Planning Commission, City Council or Province of
Saskatchewan. Proposed Neighbourhood Plans Concept plans illustrate, for proposed new development
areas, the specific location of land-uses, streets and open space. Concept plans generally apply to
smaller site areas, such as development phases within an overarching neighbourhood plan area or
infill or redevelopment site, and set the stage for more detailed planning: rezoning and
