To recover these costs, Section 7.A.4 of the Development Charges Policy establishes a Tower Crossing Area Development Charge Rate of $59,000 per hectare. This rate is based on the estimated cost of providing sanitary sewer services to the area and will be updated to reflect actual costs incurred by the City upon project completion.
