Building & Demolition Permits

Making sure you have the required permits and documents before you start a home renovation or building project is an important first step towards a successful project.

Permits are an affordable way of making sure the work is done properly. They’re great for the resale value of a home and help ensure you are passing on a good house to future homeowners.

COVID-19:
The Permit Counter at City Hall is open for limited services. Permit applications and plans are still encouraged to be submitted by email to permits@regina.ca or by bringing an external hard drive into City Hall.

What Requires a Permit?

Find out more about which projects require a building permit, and which do not.

Building permits are required for:

  • New buildings or structures on your property like a house, mobile home, garage, deck or other accessory building.
  • Recreation rooms, secondary suites or fireplaces in your home.
  • Demolition, repair, alteration or addition to an existing building or structure, including damp proofing, foundation repairs, solar panels and spray foam.
  • Temporary structures such as tents for concerts, weddings, restaurant patios and seasonal greenhouses.
  • Change in occupancy or use of the building.
  • Moving an existing building or structure requires an over-dimensional move permit.
  • Installation or replacement of any fire alarm system.
  • Alterations/repairs to heritage buildings such as siding, roofing materials and windows and also when the scope of the work being done would require a building permit.

Building permits are not required if the entire scope of the project consists only of:

  • A fence as long is it complies with city regulations & bylaws. A fence can be no more than 1.83 m in the rear of the property and 1.22 m in the front of the property except if you are on a corner lot or adjacent to an alley and street intersection. View Deck & Fence for more information.
  • A sidewalk or driveway, however, driveways do require a development permit.
  • Cabinetwork, painting or decorating.
  • A play structure.
  • An accessory building less than 10 square metres in size, provided the building does not create a hazard. This accessory building must conform to zoning regulations.
  • Pergolas and gazebos: if less than 10 square metres in size, do not require a building or development permit.  Structures over 10 square metres in size, that are not attached to other structures and/or do not carry a snow load, require a development permit only.  Structures that are attached to other structures or that will carry a snow load, require both a building permit and development permit.
  • Parking lots do not require a building permit but do require a development permit.

Permit Review Timelines

Review timelines vary depending on the type of project. A fully completed application with no errors will be issued a permit after the initial review. Delays happen when there is missing information or submissions are not compliant with codes and bylaws. If that happens, applications are placed on hold until issue(s) are resolved. Learn more about the permit review process.

Current targets for 2020:

  • Residential – 10 business days from submission to issuing a permit or request additional details
  • Commercial – 20 business days from submission to issuing a permit or request additional details
  • Resubmission – 5 business days from submission of the required information to issuing a permit or request additional details
