Work to demolish a building less than 600m2 must be completed within 30 days of being issued. Work to demolish a building over 600m2 must be completed within 90 days of being issued.

Before the Demolition

Before you apply for your demolition permit, ensure that:

  • The site is not a building or structure listed under the Heritage Holding Bylaw or is within the designated Heritage Conservation District - the Transitional Area in the downtown.
  • All property taxes for the building(s) and property have been paid for the current year.
  • Arrangements have been made to stop other utilities such as gas, electrical or telephone.
  • You have a Temporary Street Use Permit if your demolition will disrupt traffic/pedestrians.
  • Your proposed demolition complies with all bylaws, acts, and regulations at the federal, provincial or municipal level, even if it is not listed in the applications.

To Apply

To submit and have your demolition permit approved, complete the following steps:

  1. Complete the Demolition Application Package. The declaration states you will take all non-salvageable materials to be disposed of at the City of Regina Landfill. If you wish to take material outside the city limits, you will need written approval from the Saskatchewan Environment – Environmental Protection Branch.
  2. If demolishing a building other than a Part 9 residential building, a Hazardous Materials Survey must be completed by an independent qualified engineer or consultant prior to any demolition activities and submitted along with the Demolition Permit application.
  3. Obtain any other approvals if required, i.e. Saskatchewan Environmental Protection Branch.
  4. Submit completed forms and other approvals through eBuild or in person at City Hall.
  5. Arrangements must be made with the City to inspect, seal off or remove obsolete sewer and water service connections. Please call 306-777-7000 to arrange this.

Once your permit is approved, you will be contacted to make a credit card payment over the phone. Once your permit is paid, your permit will be emailed to the applicant/owner/contractor for a signature. A signed copy must be scanned and sent back to permits@regina.ca prior to construction.

The City will review your application and determine if it meets all building, heritage, zoning, landscaping, engineering, environmental, disposal, assessment, open space and utility regulations and/or bylaws.

During the Demolition

If soil contamination or other hazardous materials are found during demolition, you must contact the City to inform them before it is removed. You must also comply with all acts and regulations concerning the disposal of this material.

If asbestos is discovered before or during the demolition of the site, you must:

  • Comply with all Occupational Health and Safety regulations involving its removal.
  • Follow the regulations outlined in the Transportation and Dangerous Goods Act to take the material to the City Landfill.
  • Obtain the proper permit from the City to dispose of the asbestos in the City Landfill.

After the Demolition

Once the demolition is complete, you must remove all rubbish and building materials from the property as well as fill and level the excavation to an elevation compatible with abutting properties. You should also seed the site with coarse grass.

If required, you must get approval from the City to remove driveway crossings that are no longer required or to remove any structures that encroach onto the property.

For properties located in the Downtown zone, Commercial zone or Transitional Area Residential zone, you must provide a perimeter screen fence or landscaping that complies with the regulations contained in Regina Zoning Bylaw.
