Building Codes & Bylaws

Building codes and bylaws provide the regulations and standards that architects, builders and homeowners must meet when designing constructing or remodelling buildings.

Building codes establish predictable and consistent minimum standards that are applied to the quality and durability of construction and construction materials across the province and country. The codes and bylaws all have the same purpose: to protect the health safety and welfare of the building’s occupants.

Federal Government

The federal government sets the base for all building standards through National Building Code.

Provincial Government

The provincial government sets province-wide standards through The Construction Codes Act, approves supplemental standards set by municipalities and licences building officials. Saskatchewan Construction Standards Appeal Board hears appeals from building owners regarding application of accessibility standards and compliance orders issued by building officials.

Construction Legislation and Regulations:

  • Adopts Building and Accessibility Standards
  • Administers the Plumbing and Drainage Regulations
  • Authorizes establishment of permit regime
  • Prescribes method for enforcement

Municipal Authority

The City of Regina administers and enforces standards and regulations, including National Building Code, The Construction Codes Regulations and Building Bylaw. Licensed building officials work for the municipality.

Building Bylaw:

  • Establishes permit system, including timelines
  • Adopts supplemental building standards specific to needs of municipality such as methods of construction to accommodate soil conditions

Zoning Bylaw:

  • Oversees and provides regulations concerning the identification of land use zones
  • Regulates the construction, reconstruction, alteration and use of buildings, structures and land

Property Owner

The property owner is responsible for ensuring their building complies with all building and accessibility standards. Professional designers (architects, engineers) work for the building owner.

Each municipality is responsible for the enforcement of these codes, acts, and regulations in the area in which it has jurisdiction. As part of its building permit process the City of Regina reviews and approves plans for construction that meet building codes and bylaws. The City of Regina will also conduct inspections during construction to verify that building code regulations have been followed.
