Building & Demolition
You require a permit from the City of Regina if you wish to construct, demolish, build an addition or renovate buildings on your property. The permit allows City of Regina staff to review your plans to ensure they comply with all current building codes, bylaws and other applicable regulations.
Either you, your contractor or your builder may apply for a permit; however, the application must be signed by the legal owner of the property, as well as the applicant. As the building’s owner, you are responsible for complying with all building requirements as per Section 7(1) of Uniform Building and Accessibility Standards Act, which states: "The owner of each building in Saskatchewan shall ensure that the building is designed, constructed, erected, placed, altered, repaired, renovated, demolished, relocated, removed, used or occupied in accordance with the building code."
Adoption of 2015 National Building Code
The Province of Saskatchewan will adopt all parts of the 2015 National Building Code, except Section 9.36 Energy Efficiency, as of January 1, 2018. The City of Regina will implement appropriate code review and compliance effective January 1, 2018:
- Building permits received on or before December 31, 2017, will be reviewed and inspected to the 2010 National Building Code.
- Building permits received on or after January 1, 2018, will be reviewed and inspected as to the 2015 National Building Code.
The National Energy Code and Section 9.36 of the National Building Code will take effect January 1, 2019.
Effective immediately, the National Plumbing Code of Canada, 2015, with Saskatchewan amendments is in force.
